Background

The proposed Tolson & Associates (Cunningham) Rubble Landfill would be located near large residential developments.  The entrance to the site would be at the end of Capitol Raceway Road  in Crofton, Anne Arundel County, Maryland. This proposed 72-acre landfill would located on the current 184-acre Cunningham Sand and Gravel site, which includes the closed Cunningham Rubble Landfill — a landfill with a history of serious environmental violations with discharges that are currently being monitored by MDE.

The site is bounded to the north by the Piney Orchard community and the County’s Gambrills-Odenton Recreation Council (GORC)/Francis Station Park, to the east by Four Seasons community, to the south by homes on Evergreen Road, and to the west by the Little Patuxent River.

The Cunningham Excavating Company which previously operated a rubble landfill on the land had a record of significant environment violations and their application to expand that existing landfill was denied by the Maryland Department of the Environment (MDE) in 2000.   Principals of Cunningham Excavating still have ownership interests in the land.  Tolson & Associates is essentially a shell corporation with no experience managing solid waste facilities and is closely tied to Cunningham and members of his family.
